Jess Cheng
Biography
Jess Cheng is Counsel in the IMF’s Legal Department, specializing in financial sector legislation in the areas of fintech, crypto assets, payments, and central banking operations. Prior to joining the Fund, she was Deputy General Counsel at Ripple, a San Francisco-based startup, providing legal advice with a focus on cross-border payments, blockchain-based distributed financial technologies, and crypto assets. Before that, she was Counsel and Officer in the legal group of the Federal Reserve Bank of New York, and practiced law as an associate at the New York law firm Wachtell, Lipton, Rosen & Katz. She serves as Chair of the Payments Subcommittee of the American Bar Association Business Law Section’s Uniform Commercial Code Committee.
